1>you are trying to use their service and make money from itself ad thats what they wont accept.
2>u should use blogger.com then adsense will accept ur site.
3>u could use dome other hosting site the they will accept ur site.

i had a problerm with that once i found this helpfull

main reasons why i was not allowed
Multiple accounts held by the same individual or entity, are subject to immediate termination unless expressly authorized in writing by Google.

Modifying javascript or other programming provided by Google is forbidden unless authorized in writing.

Each page on your site that displays an AdSense for Search Box must also contain content related to your site. A maximum of two Google AdSense for Search Boxes may be placed on a page.

No Google Ad may be placed on any non-content-based pages.

I recommend you to use blogger.com and post more than ten posting with good blogger desain.
you should not use default blogger.com templates. seek good templates and look like profesional blog templates.
those are my tips for you if you want google adsense publisher program accept your aplication as publisher.

Open a blog at blogspot.com (or blogger) and make 3-4 posts and reapply. Make sure your blog is content-rich.

I thin the one main reason why google adsense management did not accept your aplication to join in google adsense publisher program is the content of your website or web log is not \"useful\" I mean you just do crate posting just to join in google adsense and not for sharing media with other people in the worl.

Just create a blogger.com blog, make a post (yes, a single post is more than enough), and apply through there. You'll guaranteed to get approved.
